Exhibitor Rules

Exhibitors and patrons are sincerely requested to make constructive criticism and offer helpful suggestions toward improving any part of the North Carolina Mountain State Fair.

Please report any discourtesies by gatemen, concessionaires, showmen, or others connected with the Fair. If for any reason, there is a misunderstanding about admission at gates or elsewhere, please pay the admission price asked, take a receipt for same, and come directly to the Manager’s office. Please do not block traffic and delay others by prolonged arguments with ticket-sellers or gatemen. They are working on strict orders from the management and are not allowed to vary from them.

Concessions and attractions are granted privileges on the grounds to supply the necessary wants, comforts, conveniences and pleasures of the patrons. The management will not accept or knowingly allow the continuance of any concession, show or other attractions of questionable nature or a demoralizing tendency nor will any concession be permitted where the business is conducted in other than a legitimate and legal manner.

Drunkenness, quarreling, or the use of profane or obscene language will not be allowed on the grounds. No begging will be permitted.

No peddling, hawking, or selling of any kind will be allowed in the buildings or on the grounds except by special license obtained from the Manager.

Any party or parties, firm or corporation owning buildings or material upon the North Carolina Mountain State
Fairgrounds, without lease, or whose lease has expired, who shall fail to remove same upon order of the Manager within the
time specified, shall forfeit all claim thereto, which expense of claim must be paid before material is released to the owner.

The management of the North Carolina Mountain State Fair reserves the right to amend, add to, and interpret the foregoing and following Rules and Regulations, and to arbitrarily settle and determine all questions and differences in regard thereto, or otherwise arising out of, connected with, or incident to the Fair. In the event of conflict between the General Rules and the special rules which appear as head notes of the various divisions and departments of the Fair, the latter will take precedence.

Disregard of any rule, misrepresentation on the part of the exhibitor, concessionaire or patrons will forfeit all premiums won, privileges granted, fees paid, and rights to further participation in the Fair.

** NO DRIVING on fairgrounds. All vehicles must be off grounds 30 minutes prior to gates opening or they must stay until gates are closed.**

Exhibits and Exhibitors

The dates on which your exhibits must be in place at the North Carolina Mountain State Fair vary from one department to another. These dates are listed under the Important Dates and Times link and on each department page. Check these dates carefully so you can get your exhibits in place at the proper time to be judged.

Unclaimed exhibits will be considered abandoned if not picked up on September 17 between 9 a.m. and 7 p.m., and may be disposed of as the Manager of the Fair sees fit. See Special Rules for the Culinary and Horticulture Departments.

Remember: All exhibits must be officially entered in the Fair online before the closing date for entries in the department. No article or animal will be entitled to space or considered in the judging until proper entry has been made. Removal of exhibits before the date and time specified will be cause for forfeiture of all awards won, all fees paid, and the right to further participate in the Fair.

Exhibit tags with corresponding numbers will be issued. Entry tags will be available on the entry receiving days. This tag must be securely attached to each exhibit and must remain on the exhibit throughout the Fair (exception: exhibit tags issued for livestock and poultry may be conspicuously displayed upon the stall, pen or coop).

Once the exhibit is numbered and tagged, it should be delivered to the Department Superintendent or Director who will allocate space and either personally arrange the exhibit in a suitable and attractive display or direct such action by the exhibitor. The North Carolina Mountain State Fair assumes no responsibility for the incorrect tagging of exhibits.

Division Directors and Department Superintendents will have full authority over allocation of space, and will have direct supervision of all exhibits which are considered on exhibition as a part of the Fair’s attraction, subject to use as these Directors and Superintendents see fit to add to the educational values of the Fair.

All livestock must be cared for by the exhibitor. Stalls and pens, unless otherwise stated elsewhere, will be furnished by the Fair free of charge. Exhibitors will be required to furnish their own bedding, unless otherwise stated elsewhere, and keep all stalls and pens clean.

When exhibit tags are issued by the Entry Department for each article entered, a stub with a duplicate number will be given to the exhibitor to serve as his/her claim check to recover and secure the release of his/her exhibit. Claim checks should be guarded carefully, since Department Superintendents and Directors are not allowed to release any exhibit without presentation of the exhibit tag stub. If the claim check is lost, such loss should be reported promptly and it will be necessary for the exhibitor to furnish the Superintendent of the Entry Department proof of ownership of the article on exhibit.

The Fair management reserves the right to reject any exhibit which does not reflect merit and which would not be a credit to both the exhibitor and the Fair. Also, the right is reserved to reject exhibits which are deemed objectionable or unsuitable for exhibition. All entries are accepted conditionally pending inspection of the article or animal to be exhibited. Any article or animal which proves to be misrepresented or falsely classed will be rejected and the right of the exhibitor to further participation in the Fair will be denied.

Division Directors, Department Superintendents, and/or Judges must report disqualification of entries to the Manager of the Mountain State Fair immediately after such action is taken.

Under no circumstances will judging be considered official and awards paid in a class where disqualification is recommended until approval of the disqualification is obtained from the Fair Manager.

**Superintendents cannot enter in the department(s) that they are overseeing.**

Judging and Awards

Decision of the judges will be final, and no appeal will be considered except in cases of protest in writing, with strong evidence of fraud or violation of the rules of the Fair. Protests must be filed with the Division Superintendent no later than noon of the day following the award, and must be accompanied by a protest fee of $5 which will be retained by the Fair if the protest is not sustained. The Division Superintendent will appoint a committee to consider the protest, and all interested parties will be notified of the time of the hearing and will be given an opportunity to be heard. The rules of the International Association of Fairs and Expositions governing appeals will be those of the North Carolina Mountain State Fair.

Judges will not award premiums to any article or animal because of its mere presence. It must be individually worthy. It is not the policy of the Fair to encourage indifferent production of any kind, or to distribute premiums equally among exhibitors. No premium will be awarded to any exhibit that does not possess high intrinsic merit.

Unless otherwise specified in the Department Rules and Regulations, no exhibitor may be paid more than two premiums in any one individual class.

No exhibitor may accompany judges during their deliberations except such attendants as are necessary to handle and show livestock and other such exhibits. A Judge cannot judge in a department that he/she has entered an exhibit in. Any exhibitor attempting to interfere with adjudication, or who publicly expresses disapproval of the decision of the judges, will be excluded from further competition and any premiums previously won will be forfeited.

The judge will have the right not to award a first place ribbon/premium if the item does not merit the placing. Awards in any class will be given only if merited.

Fraud or deception as to breeding, or in any other form, will be exposed and exhibitor guilty of such violation will be excluded from further participation in the Fair and all premiums previously won will be forfeited.

Premiums will be paid only on the basis of the records of the judging reports, which will be signed by the judge and by the Department Superintendent or Director. Ribbons will be securely attached to the articles upon which they were awarded, if possible, but the ribbons and pins have no value in the payment of premiums.

NO PREMIUMS WILL BE RELEASED WITHOUT SOCIAL SECURITY NUMBER OR TAX ID NUMBER PLACED ON A W-9 FORM. IF THE NUMBER LISTED ON THE ENTRY FORM DOES NOT MATCH THE NAME ON THE ENTRY FORM WHEN GIVEN TO THE IRS, YOU COULD BE SUBJECT TO IRS FINES.

Entries made in wrong classes may be reclassed by the Entry Department Staff. Records must be changed when entries are reclassified. If the records are altered and the entry department files are not changed, premiums will be withheld.

"Any other" or "Miscellaneous" categories at the end of each area are only for items that are not listed in preceding categories. They shall not be used for duplications.

Judges, when requested, may give the reasons for their decisions embracing the value and desirable qualities of the exhibits to which they have awarded premiums.

Judges will not award premiums or ribbons to any article or animal that does not qualify for one of the classes in the North Carolina Mountain State Fair Premium List. There will be no additional prize money for given places, in the event of a tie. There shall not be more than one ribbon awarded and premium paid for each placement in a class. This does not include Judge’s Choice or Best of Show.

Premiums will be paid to winning exhibitors immediately after the awards are made and all reports are compiled and checked. This process can take up to ten weeks. Premiums will be mailed to the exhibitor at the address given on his or her entry form. Errors in premium statements will be corrected until December 1, 2018 after which time the books of the 2018 Fair are closed.

IMPORTANT INTERNAL REVENUE SERVICE INFORMATION

Internal Revenue Service (IRS) regulations require that we have the Social Security Number (SSN) or Federal Identification Number that corresponds to the name to whom the check for prize money is written. If we are notified by the IRS that the Social Security Number or Federal Tax ID Number does not match the name of record, you may be subject to a penalty by the IRS. A separate form should be used for each number. You must provide this information to be eligible for prize money. Also, IRS regulations state that any prize money totaling $600 or more in a calendar year must be reported on a Form 1099.

General Exhibits and Cooking

• The General Rules and Regulations of the Fair will govern each department, except in cases of conflict, where the following Rules and Regulations will prevail. Be sure to read the rules and regulations in this book before entering or competing in any department. Some - but not all - are repeated here for emphasis, along with Rules and Regulations which apply to these departments only.

Competition is limited to residents of North Carolina.

• Make your entries early! The right is reserved to reject entries received after all available space is taken.

• Be sure to fill in all entry information completely and accurately.

• Each exhibitor may make entry in each class, except where indicated (eg., Photography); no entry may be entered under more than one class. Exhibits, containers, accessories, and props should be inconspicuously labeled with exhibitor’s name and phone number.

• Entry tags will be available on entry receiving days.

• Awards in any department will be given only if merited.

• All exhibits will be under the supervision and care of the NC Mountain State Fair.

• Proper attention will be given to prevent theft or damage, but we assume no responsibility for loss of personal property of the exhibitors.

Exhibits and ribbons will be available for pick up on Monday, September 17, 9 a.m. until 7 p.m.

• All entries must be the work of the exhibitor.

• All entries must be the product of this calendar year’s efforts (September, 2017 - September, 2018). Any and all entries found in violation of this rule will be disqualified.

• Since ribbons may become misplaced, awards will be paid only from the judges’ books and not from ribbons.

• The judge will have the right not to award a first place ribbon/premium if the item does not merit the placing. Awards in any class will be given only if merited.

• "Any Other" and/or "Miscellaneous" class at the end of each category are only for items which are not listed in preceding categories. They are not for duplications.

• Best of Show rosettes can only be awarded to entries that have been awarded first place in a specific class within that department or subdepartment. Judge’s Choice rosettes will be awarded by the judges. Selection of these awards is based on "judge’s choice" in each category. No cash premiums are awarded for these rosettes.

• Unsightly or deteriorating displays will be removed at the discretion of Fair management, the Director, or Superintendent of the Department. This is to insure that the Fair puts forth the very best possible displays.

• If an entry is misrepresented or the exhibitor misrepresents his/her status, the entry will be disqualified.

• Age on entry form is as of the first day of the fair.

Allow up to 10 weeks for premium checks to be processed. NO PREMIUMS WILL BE RELEASED WITHOUT SOCIAL SECURITY NUMBER OR TAX ID NUMBER PLACED ON W-9 FORM. IF THE NUMBER LISTED ON THE ENTRY FORM DOES NOT MATCH THE NAME ON THE ENTRY FORM WHEN GIVEN TO THE IRS, YOU COULD BE SUBJECT TO IRS FINES.

Livestock Rules and Regulations

ADMISSION TO THE FAIR AND PARKING PASSES

Each Adult Exhibitor (showing in an open livestock show) will receive one (1) Admission Wristband and one (1) Gate/Parking Pass good for the length of their species/breed show. (eg., the duration of the dairy cattle shows, dairy goat shows........)

Each Youth Exhibitor (showing in a youth livestock show) will receive two (2) Admission Wristbands -- one (1) for himself/herself and one (1) for a guardian, as well as one (1) Gate/Parking Pass for the length of their species/breed show. (eg., the duration of the beef cattle shows, meat goat shows, wool breed sheep shows......)

Additional wristbands may be purchased at a cost of $10.00 each that will be good for the duration of species/breed show. (eg., the duration of the beef cattle shows, dairy cattle shows, dairy goat shows, meat goat shows......) These must be purchased on the exhibitor’s entry form at the time the entry form is mailed in. (Please pay close attention to entry deadlines!) They will be placed in the exhibitor packets to be picked up at the gate when the exhibitor arrives for check in of the animals. The $10.00 wristband is only available at the time you send entry forms in. The wristbands WILL NOT be sold at the fair ticket booths or available after entry deadline has passed.


RELEASE OF EXHIBITS

Premiums will be forfeited if animals are removed from stall or pen space prior to release date and time. (See respective Departments.)


RULES AND REGULATIONS

Except in the case of conflict, in which event the following Rules and Regulations will prevail, the General Rules and Regulations of the Fair will govern this division. Illegal drugs, and/or unethical conduct in fitting and showing livestock will not be tolerated at the North Carolina Mountain State Fair. All others will be at judge’s discretion.

Any animals being removed before their release time will forfeit all premiums.

Exhibitors bringing animals that have been micro-chipped must bring a reader, as well as their papers.

All Livestock Shows conducted accoring to IAFE Code of Show Ring Ethics. Can be found on fair web site: www.wncagcenter.org

Exhibitors must wear proper attire while in the show ring: long pants, shirt with collar, shoes with closed toe.

No animals will be allowed on the fair grounds until their check-in time.

Maximum Youth age, 19, is as of show date unless specified by Department.

Allow up to 10 weeks for premiums to be processed.


ENTRIES

MAKE YOUR ENTRIES EARLY!! The right is reserved and will be used to reject entries received after all available space is taken, even if this occurs before specified time for closing entries.

Official printed forms must be used in making application for entry. Duplicate entry forms as necessary. Be sure to fill in the application form completely, accurately, and legibly. Give your rural route number, post office box number, or city street address, zip code, Social Security Number, and telephone number, including area code. Note that exhibitors who choose not to disclose their full Social Security Number or Federal ID at the time of registration, even if they have submitted an entry in the past, forfeit any and all premiums.

NO PREMIUMS WILL BE RELEASED WITHOUT SOCIAL SECURITY NUMBER OR TAX ID NUMBER. IF THE NUMBER LISTED ON THE ENTRY FORM DOES NOT MATCH THE NAME ON THE ENTRY FORM WHEN GIVEN TO THE IRS, YOU COULD BE SUBJECT TO IRS FINES.

List the class number, as indicated in the premium list, for which each entry is made. Use a separate line for each animal. Do not make entries in the Championship classes. Indicate if you plan to make entries in the group and/or herd classes. It is not necessary to name the animals that will make up your group or herd until after judging of individual classes. Entries in the group and herd classes must have previously been exhibited in the individual classes.

Bring your registration certificates to the Fair; they must be shown if requested by the superintendent. All beef cattle and swine over six months of age and all sheep over three months of age must be registered with their respective breed associations in the name of the bona fide owner, who must show official evidence of ownership of animal at least 30 days prior to showing. Animals shown as commercial are exempt from registration requirements. (See exceptions to this rule for group classes only in some departments.)

Each breed of livestock must be exhibited by more than one farm if the breed is to be considered for continuance in the 2019 N C Mountain State Fair Premium List.


SHOWMANSHIP AWARD

A showmanship award will be given to youth that are officially entered in a Mountain State Fair Youth Livestock Show and have developed proper showmanship skills with their livestock projects. These skills will be evaluated separately from the quality of the animal shown. The show person judge will select the youth solely on their showmanship ability. The recipients of the Super Show Person Award will be recognized at the conclusion of each class. A one-time-per-show monetary award of $10.00 will be awarded to each exhibitor selected except for the Dairy Cattle. (See Dairy Cattle, Dept. R)

FEES

Entry fees are required for all entries in the senior and open classes of the livestock division. Entries exclusively in the youth livestock shows are not subject to fees.

All applicants for entries must be noted on the entry form, and remittances for same must accompany the entry application form. Reservations will not be made unless accompanied by the required fee. Remember: The right is reserved to reject entries after all available space is taken. Entries will be accepted in the order received.

Animals duly entered in the show which will be exhibited competitively in the show ring will have priority on stall and pen space; thereafter, should additional space be available, display animals will be assigned stall or pen space.

The following fees will govern:

Cattle - (open show) $ 6 / hd per premium class entered

Cattle - Feeder Calves (pen of 3) $ 7 / per pen

Open Goats $ 5 / hd per premium class entered

Open Wool Breed Sheep $ 5 / hd per premium class entered

Open Senior Swine $ 5 / hd per premium class entered

Open Rabbit Show $ 3 / per entry

RV (Electricity and/or utilities) $ 30 / per night

(RV units staying the full 10 days will be given priority over RV units staying less than 10 days.)

HEALTH REGULATIONS

The animal health regulations of the Veterinary Division of the North Carolina Department of Agriculture and Consumer Services will be strictly enforced, and decisions of the regulatory veterinarian concerning animal health status are final. No animals may be unloaded on the fairgrounds before being inspected and approved by the regulatory veterinarian during their designated check-in times listed for their department.


ALL LIVESTOCK ARE REQUIRED TO HAVE AN ENTRANCE HEALTH EXAMINATION AT TIME OF CHECK-IN AS A PREREQUISITE FOR ENTRY ONTO THE FAIRGROUNDS AND WILL NOT BE ALLOWED TO ENTER THE BARNS UNTIL INSPECTED AND PASSED BY HEALTH OFFICIALS. All animals not meeting the entry requirements, that have an unthrifity nature or are in an unsuitable condition, and/or are exhibiting any signs of disease or illness (including obvious abscesses that are opened or closed, ringworm, soremounth or any other signs of contagious disease) may be refused entry and will not be allowed in the barn, may be isolated and/or required to be returned to the farm of origin as determined by the regulatory veterinarian. Any questionable health problems will be referred to the regulatory veterinarian, show committee, and/or the State Veterinarian.


During the duration of the Fair, all animals of unthrifty nature, unsuitable condition and/or exhibiting any signs of disease or illness or found not to have met entry requirements after entry may be required to be isolated and/or returned to the farm of origin as determined by the regulatory veterinarian.


The Fair staff works diligently to prevent diseased animals from entering the fairgounds, though owners should consider that animals may be exposed to infectious agents while at the Fair. It is a best management practice to keep exhibit animals returning from the Fair separate from your animals at home for 2-3 weeks. By isolating exhibited animals for this time, any animals exposed to disease while at the Fair should show signs of infection during this period. Once this period has passed, they can then be commingled with the animals that remained home.


All animals must have a form of identification (ear tag, tattoo, ear notch, or microchip - readers must be supplied by owner) to enter the fairgrounds. All sheep and goats must comply with USDA and NCDA&CS Scrapie Eradication Program guidelines. Sheep and goats without a scrapie tag, or a registration paper with corresponding tattoo or microship information at the time of check-in will not be allowed. Scrapie Flock ID numbers must be presented at the time of check-in before an approval card can be issued. The Scrapie Flock ID number is not the same as the National or State Premises ID number. To obtain a scrapie Flock ID number, please see the Goat and Sheep entry requirements section.


Premises Registration is voluntary to exhibit livestock (beef, dairy, horse, breeding swine, sheep, goats, poultry and rabbits) at the Mountain State Fair. Choosing to register your premises puts you on the frontline of controlling and preventing the spread of animal disease. A disease outbreak can’t be predicted but it can impact every segment of animal agriculture. Participation ensures that you have the information your need, when you need it most, to protect your animals and your investment. Registering a premises involves obtaining an alpha-numeric "identifier" for the farm, ranch, veterinary clinic or other site where livestock or fowl are handled, housed, managed or processed. Drug and Chemical Compounds Policy for All NCDA&CS Sponsored Fairs, Exhibitions, and Events

The use of any drug and/or chemical compound in any manner that is not approved by the FDA, including but not limited to indications and directions on species, age, dosage amounts and/or withdrawal times, is illegal and prohibited. The owner, exhibitor, fitter, trainer and/or absolutely responsible person must notify the show management prior to admittance into the livestock barns of any animal that is being administered drugs or chemical compounds in accordance with approved FDA guidelines for the sole prupose of protecting the health of the animal. Acceptance of the animal for exhibition will be at the discretion of the livestock superintendent and the show veterinarian and will depend on such factors as the nature of the drug or chemical compound and justification by an accredited veterinarian with a valid client-patient relationship. Regardless, livestock will not be allowed to exhibit if use of any drugs or chemical compounds will affect the animal’s performance or appearance at the event.


Owners, exhibitors, fitters, trainers and/or absolutely responsible persons will be held accountable for the presence of any violative drug residue from their animal and subject to the disposition as specified below:

1. Findings of proof in intentional use of any drug or chemical compound in a manner described as illegal and prohibited by the Policy on Use of Drugs and Chemical Compounds will result in immediate disqualification, forfeiture of all premiums and prizes, market value of the animal (in the case of market animals), and a life-time ban on exhibiting in NCDA&CS sponsored events.

2. If proof of intentional use of any drug or chemical compound in an illegal and prohibited manner cannot be found on an animal that has been demonstrated by the above detailed laboratory methods to have the presence of such a substance, a first time offense for a positive test will result in immediate disqualification, forfeiture of all premiums and prizes, market value of the animal (in the case of market animals), and a one-year prohibition on exhibiting in NCDA&CS sponsored events by the exhibitor of the positive animal. A second time offense by that exhibitor for any drug or chemical compound in a manner described as illegal and prohibited will result in immediate disqualification, forfeiture of all premiums and prizes, market value of the animal (in the case of market animals), and a life-time ban on exhibiting in NCDA&CS sponsored events by the exhibitor of the positive animal.

Drug testing at the Fair may include, and is not limited to, the following drugs:

Acepromazine, Albuterol, Altrogest, Azaperone, Balbuterol, Boldenone, Bumetanide, Chlorpromazine and all other tranquilizers, Clenbuterol, Dexamethasone, Flumethasone, Flunixin, Furosemide, Isoetharine, Isoflupredone, Flumethasone, Methylprednisolone, Nandrolone, Paylean (labeled for swine only), Phenylbutazone, Optiflex (labled for feedlot cattle only), and Terbutaline. Paylean and Optiflex are illegal for use in sheep and goats.

Livestock exhibitors are discouraged from bringing their dogs with them to the fair. If they must be brought, they are to remain in areas that are inaccessible to the public and must not be available for contact with the general public. Proof of rabies vaccination needs to be on hand.



ENTRY REQUIREMENTS BY SPECIES

Any of the species listed below entering the fairgrounds regardless of their purpose of entry must meet the requirements listed for that species.


CATTLE - BEEF and DAIRY

Animals with obvious abscesses (open or unopened), ringworm, soremouth, or any other signs of contagious disease WILL NOT BE ALLOWED IN THE BARN

Cattle from out-of-state exhibitors must be accompanied by an official health certificate issued within 60 days of entry signed by an accredited veterinarian, or an approved state or federally employed veterinarian. The health certificate should contain the following:

1. Name and address of exhibitor.

2. Description of each animal including breed, age, sex, and registration, tattoo, or ear tag numbers.

3. A statement by the veterinarian signing the health certificate that the cattle listed are not infected with, nor have been recently exposed to, any communicable disease to the best of his/her knowledge.

4. Information relating to Brucellosis.

A. Those cattle which are native to North Carolina need not be tested. (Native meaning those cattle which were born in North Carolina or which have met North Carolina import requirements.)

B. Cattle originating from any certified Brucellosis free herd, regardless of the state of origin, may enter North Carolina, provided the following information is recorded on the official certificate.

(1) the individual identification of each animal;

(2) the herd certification number;

(3) the date of the last herd test; and

(4) a permit when otherwise required in the rule.

C. Cattle imported from a Class Free State shall originate from a herd not under quarantine and need not be tested.

D. Cattle imported from a Class A State shall originate from a herd not under quarantine and pass a negative official blood test within 60 days prior to entry into North Carolina.

E. Notwithstanding any other provisions of this Rule, a Brucellosis test is not required for steers or spayed females, and no test prior to entry in the state is required of:

(1) Cattle under eight (8) months of age;

(2) Dairy heifers under 20 months of age officially vaccinated against Brucellosis

(3) Heifers of the beef breed less than 24 months of age officially vaccinated against Brucellosis;

5. Information relating to tuberculosis: A test for tuberculosis is not required for cattle which are native to North Carolina. Any cattle over 6 months of age not originating from a Tuberculosis Free state shall be required to have an official tuberculosis test within 60 days of entry, unless from an accredited herd.



SWINE

Animals with obvious abscesses (open or unopened), ringworm, soremouth, or any signs of other contagious disease WILL NOT BE ALLOWED IN THE BARN

Swine from out-of-state exhibitors (including market hogs) must be accompanied by an official health certificate issued within 60 days of entry signed by an accredited veterinarian, or an approved state or federally employed veterinarian. The health certificate should contain the following:

1. Name and address of exhibitor.

2. Description of each animal including age, sex, breed, and any registrations, ear tag, or ear notch numbers.

3. Statement by the veterinarian attesting that the swine listed are not infected with, or have been recently exposed to, any communicable disease to the best of his/her knowledge.

4. Statement by the veterinarian that all breeding swine in the consignment originate from a Pseudorabies virus (PRV) Stage IV or V state or a Validated Brucellosis-Free and Qualified Pseudorabies-Free Herd. The herd validation qualification numbers must be listed. This requirement does not apply to market hogs.



GOATS & SHEEP

Animals with obvious abscesses (open or unopened), ringworm, soremouth, or any signs of other contagious disease WILL NOT BE ALLOWED IN THE BARN

Goats & sheep from out-of-state exhibitors must be accompanied by an official health certificate issued within 60 days of entry signed by an accredited veterinarian or an approved state or federally employed veterinarian. The health certificate should contain the following:

1. Name and address of exhibitor.

2. Description of each animal including breed, age, sex, and any registration, tattoo, microchip or ear tag numbers.

3. A statement by the veterinarian signing the health certificate that the goats listed are not infected with, or have been recently exposed to, any communicable disease to the best of his/her knowledge. The health certificate shall contain a statement that the flock of origin has not had Scrapie diagnosed within the past 42 months. All goats must comply with USDA Scrapie Eradication Program guidelines. All goats must be appropriately identified and comply with USDA and NCDA&CS Scrapie Eradication Program guidelines. If you have any questions about the program or would like to request a flock identification number and tags, North Carolina residents may call (919) 707-3250 or complete and submit the North Carolina Scrapie Eartag Order Form located behind the livestock entry form, and out-of-state participants may call 1-866-USDA Tag (873-2824).

4. Any animal showing evidence of suspicious fungal lesions must have a signed veterinarian’s statement on the health certificate with the date and type of treatment.

5. Dairy sheep and goats over six (6) months of age and sexually intact imported from out of state must have a negative brucellosis test within 30 days prior to import. All imports over six (6) months of age must have a negative tuberculosis test within 60 days prior to import unless they originate from a certified and accredited herd or are consigned for immediate slaughter.

**The brucellosis and tuberculosis testing requirements shall not apply to goats entering the state only for exhibition purposes from states that are USDA Tuberculosis Accredited-Free and Brucellosis Certified free, when accompanied by an official health certificate. Such animals shall remain in the state for exhibition purposes for no more than 30 days from the date of issuance of the health certificate.



HORSES, MULES, PONIES, AND OTHER EQUINE

Animals with obvious abscesses (opened or unopened) or any other signs of contagious disease WILL NOT BE ALLOWED IN THE BARN.

North Carolina requires that all equine six (6) months old and older must be in possession of a current negative Equine Infections Anemia (EIA) test (Coggins Certificate). The negative EIA test must be current and issued within twelve (12) months. A copy of a current (12 months) negative Coggins test certificate must be presented at check-in and unloading.

Equine from out-of-state exhibitors must also be accompanied by an official health certificate issued within 60 days of entry signed by an accredited veterinarian or an approved state or federally employed veterinarian or a valid equine event permit (also known as an equine passport). The health certificate should contain the following:

1. Name and address of exhibitor.

2. Description of each animal including breed, age, sex, and registration, tattoo, or microchip number as applicable.

3. A statement by the veterinarian signing the health certificate that the equine listed are not infected with, nor have been recently exposed to, any communicable disease to the best of his/her knowledge. Veterinarians should contact the department at (919) 707-3250 during outbreaks of vesicular stomatitis in the U.S. for additional statement requirements.



ALPACAS, GUANACOS, AND LLAMAS

Animals with obvious abscesses (open or unopened), ringworm, soremouth, or any other signs of contagious disease WILL NOT BE ALLOWED IN THE BARN.

Alpacas, guanacos, and llamas from out-of-state exhibitors must be accompanied by an official health certificate issued within 60 days of entry signed by an accredited veterinarian or an approved state or federally employed veterinarian. Alpacas, guanacos, and llamas are exempt from tuberculosis and brucellosis testing. The health certificate should contain the following:

1. Name and address of exhibitor.

2. Description of each animal including breed, age, sex, and registration, tattoo, or microchip number as applicable.

3. A statement by the veterinarian signing the health certificate that the alpacas, guanacos,or llamas listed are not infected with, nor have been recently exposed to, any communicable disease to the best of his/her knowledge.



RABBITS

Animals with signs of contagious disease WILL NOT BE ALLOWED IN THE BARN.

Rabbits from out-of-state exhibitors must be accompanied by an official health certificate issued within 60 days of entry signed by an accredited veterinarian or an approved state or federally employed veterinarian. The health certificate should contain the following:

1. Name and address of exhibitor.

2. Description of each animal including breed, age, sex, and registration, tattoo, or microchip number as applicable.

3. A statement by the veterinarian signing the health certificate that the rabbits listed are not infected with, nor have been recently exposed to, any communicable disease to the best of his/her knowledge.



EXOTIC ANIMALS

Animals with obvious abscesses (open or unopened), ringworm, soremouth, or any other signs of contagious disease WILL NOT BE ALLOWED IN THE BARN.

Animals categorized as exotic in North Carolina must be accompanied by a health certificate issued within 60 days by an accredited veterinarian or approved state or federally employed veterinarian. Exotic animals include and are not limited to bison, buffalo and all other bovidea (other than domestic cattle), and camelids (camel and vicunas). The certificate must show individual identification. For applicable species, animals from out-of-state must have negative test results for brucellosis within 30 days and tuberculosis within 60 days for all animals six months old and older (vicunas are exempt from tuberculosis and brucellosis testing) and must have the certification statement, "The herd of origin has had no brucellosis or tuberculosis diagnosed within the past 12 months" included on the certificate.
